No.

What is the effective date of coverage for a newborn, and how are premiums requested?

Coverage for the dependent is effective as of the date of birth. Premiums are prorated based on the number of days the dependent is enrolled during the initial month of coverage.

Is there an additional cost for covering the newborn during the first 30 days?

Blue Shield of California does not issue a bill for a newborn until the newborn is formally added to the insurance plan. Once the newborn is billed, the deductible (DED) and out-of-pocket maximum (OOPM) may be adjusted to a family tier, depending on the group’s billing structure.  To add the baby retroactively as of the date of birth, the employee must complete and submit a change request form.

Does this apply to both the mother and the father?

If the newborn is not added to the plan, the billing will stay the same.

New Hire rates will be based on the member’s age at the member’s enrollment date.

Deductible credit is available only for groups with an existing group insurance carrier. For the initial enrollment, deductible credit is granted only to employees who were covered under the prior group plan. New hires are not eligible for deductible credit, and deductible credit is not available for individual plans.

Deductible credit is available for HMO-to-HMO, PPO-to-PPO, and HSA-to-HSA.  It is not available for HMO-to-PPO or PPO-to-HMO plan changes.  Out-of-pocket maximums do not carry over.

A Prior Carrier Deductible Credit form is required.

Effective 10/1/2026-3/1/2027 – Health Net Transition Promotion: For transitioning Health Net groups, the 30-day advance submission and six month Blue Shield requirements are temporarily waived for renewal date change requests, including eligible off cycle changes.  If an existing Blue Shield group was written alongside Health Net, members losing coverage can transition to a Blue Shield plan.

Required Documentation –

Blue Shield of California requires all medical, dental, vision, and life plans to have the same effective date.  Groups must be enrolled for at least six months before requesting an effective date change.

Letter on Company Letterhead must include:

1. Waiver of the group’s right to receive 60 days’ advance notice of plan and rate changes.
2. Acknowledgment that the group will be subject to the rates and plan designs applicable to the requested renewal date.
3. Acknowledgment that the approved renewal date change is irrevocable.
4. Acknowledgment that a renewal packet may not be provided under the requested renewal date.
5. Signature of an authorized group representative.

Notification Timeline –

Requests must be submitted at least one month prior to the requested effective date.
